Cycle paths not well used- look at Denmark/Germany- have attended bike parking utilize empty shops or pre-tab bike stores (like Kenley)
Could be managed by trustworthy volunteers
Nowhere safe to pat bikes in the town centre
Engage cycling clubs and cyclists on the strategy
