"Decrease rent for shops that people want on the high street - craft beer, wine, clothes high and low end, DIY, gardening, art, anything people like to touch, feel, see that online isn't as good for. More shops paying low rent is better than no shops paying 0 rent. Create zones of high end and low end shops, food quarters, drink quarters, so things are easy to find. Don't be greedy with rent."
